Establish trust before targets

Begin by validating connected sources, device health, identity resolution, department assignment, privacy posture, and data freshness. Adoption or spend targets are only useful when the underlying coverage is understood.

Move from aggregate to evidence

Use this sequence:
  1. Start with an organization or department signal.
  2. Identify the tool, workflow, person, or account cohort behind it.
  3. Confirm the source and collection path.
  4. Review activity content only when the decision requires it.
  5. Record the decision in Tool Review, Access Requests, or the owning business process.

Separate four different actions

Do not treat discovery as an automatic violation or an Action Queue item as an executed remediation.

Review on a cadence

Use a regular review for:
  • source and device coverage;
  • adoption and department movement;
  • shadow tools and spend;
  • pending tool and access requests;
  • high-impact spend actions; and
  • privacy, retention, and reviewer access.

Investigate adoption

Apply the workflow to a current adoption signal.
